Orçamento – o que mudou nos lançamentos tricolores
O Fluminense já apresentou, e o conselho já aprovou, o orçamento para a temporada 2021, prevendo uma receita maior com vendas de atletas e investimento modesto para contratações. Confira os detalhes aqui. Além da apresentação dos números, apontamos aquilo que houve de mudanças, para o que vinha sendo apresentado nos últimos anos.
A primeira delas, e de vital importância para o entendimento dos custos de qualquer empresa, está a divisão do orçamento por “Centros de Custos” ou “Centro de Resultados”. Historicamente, o Fluminense sempre apresentou seus orçamentos e contas, que eram aprovadas pelo Conselho, em um caixa único. Todas as receitas eram compiladas juntas, assim como todas as despesas. O clube faturava “X” e gastava “Y”, e o resultado era a diferença de um para o outro. Até então, pelo que apuramos, nunca houve uma divisão orçamentária por área, ou seja, era impossível determinar se o setor “A” ou “B” geravam mais isso do que aquilo. Não se sabia dizer quanto custava cada área.
Nesse ano, a apresentação do orçamento, embora já tenha sido alvo de críticas de parte da torcida, pela primeira vez, foi dividida em “Centros de Custos”. A intenção é exatamente expor quais, de fato, são os resultados (receitas x despesas) de cada setor do clube, estimando se determinado setor será superavitário (gasta menos do que arrecada) ou deficitário (gasta mais do que arrecada).

E essa divisão também representa, ao menos em tese, a dissolução do caixa-único. No orçamento atual, os números de cada setor estão expostos, mostrando se tem previsão/perspectiva de lucro ou previsão/perspectiva de prejuízo. Desta forma, ao final da realização contábil, vai ficar claro qual departamento apresentou lucro, foi autossustentável ou apresentou prejuízo para, só então, fazer o encontro das contas finais.
Mais uma alteração relevante, está no tratamento à Xerém, a joia da coroa tricolor. Xerém era tratado, nos orçamentos anteriores, como despesa e, por conta disso, sempre apresentava prejuízo. Hoje, Xerém passou a ser vista como investimento. Já de 2019 para 2020, a equipe financeira inseriu no orçamento Xerém como investimento e criou o critério de retorno para o “setor”. Cada jogador que o futebol profissional negociar deve gerar à Xerém até 10% de cada venda dos jogadores formados ali. Nos que vieram de fora, mas geraram lucro, 5% deste também deve ser reinvestido no “celeiro” de craques. Além disso, 10% de toda receita ordinária também deverá ser reinvestida ali. A intenção da diretoria é fortalecer cada vez mais a fábrica de jogadores.
Outro ponto importante, que sempre gerou muitos comentários da torcida, é em relação às despesas do “Back Officce”. A diretoria determinou que cada área arcasse com um pedaço dos custos do clube, de cada setor. Até então, o futebol – que é o principal demandante dos serviços prestados – arcava com tudo.
Um exemplo simples para ilustrar esse ponto: o Flu tem um departamento jurídico que atende, majoritariamente, questões relacionadas ao futebol. Mas tem demandas de outras áreas também. Até então, todas as despesas relativas eram lançadas na “pasta” futebol. Hoje, as despesas são compartilhadas contabilmente entre os Esportes Olímpicos e o Social que, por mais que não tenham grandes demandas, ainda assim precisam e recebem apoio do jurídico. O futebol suportava tudo, continua suportando a maior fatia. Mas, o restante, fica rateado entre os outros setores. Esse exemplo se estende às diversas áreas do clube.
Com relação as receitas, também houve mudanças. A partir de 2019/2020, e que foi repetido agora para 2021, ficou definido que 100% das receitas do futebol são do futebol, incluindo sócio futebol, pacote de sócio futebol daqueles que são sócios contribuintes e proprietários, patrocínios, premiações, venda de atletas, cotas de TV e etc. Algo que nunca visto antes no clube, pois o caixa era único. Em síntese, hoje será possível entender quanto custa e quanto fatura cada departamento.
Outro grande destaque, está na divisão das receitas de mensalidades dos sócios contribuintes e proprietários (que frequentam o clube) – excluídos os pacotes de sócio futebol destes sócios que vão 100% para o futebol. O critério definido para os dois setores foi seguinte: 40% da receita são do Esporte Olímpico; 60% vão para o Social. No entanto, o critério utilizado para 2021 foi o mesmo utilizado para 2020. Havia um planejamento para fazer uma pesquisa entre sócios, e saber com a maior exatidão quanto é a receita real de cada um, mas a pandemia prejudicou a ação – o clube ficou fechado por 6 meses e semi-aberto nos outros 3 meses, seguindo até o momento assim. No entanto, tal planejamento ainda existe e será aplicado assim quando possível.
Por fim, importante destacar que a previsão orçamentária calculou receitas de premiações, partindo das seguintes premissas:
- Campeonato Brasileiro: 10º colocado
- Copa do Brasil: 6ª fase
- Copa Sul-Americana: 3ª fase
- Campeonato Carioca: Fase Final
A intenção é não contar com um dinheiro “somente no papel” e não gastar “por conta” dele. Nesse sentido, para fins de cálculo, foram observados os resultados medianos dos últimos anos. Ainda assim, qualquer alteração nessa premissa, seja para mais ou para menos, representa uma variação muito significativa nas receitas do clube. Para fins de exemplo, postamos abaixo a premiação até a 10ª colocação no Brasileiro 2020. Caso o Flu chegue em 11°, a diferença para menos é de R$ 4 milhões (aproximadamente). Da mesma forma, se o Flu conquistar a 8ª posição.
