Regras mudam e concessão do Maracanã reduz o custo em R$ 100 milhões para so clubes
A concessão do Maracanã terá uma alteração nas regras, que mexe de forma importante no valor total do contrato. De acordo com as regras originais, os valores estavam em R$ 2 bilhões – montante no qual o estádio (e o complexo) estão avaliados. Agora, o Governo do Estado já definiu que o novo valor será muito abaixo do original: R$ 115 milhões. E isso impacta, absurdamente, no investimento que os clubes interessados – Fluminense, Flamengo e Vasco – deveriam capitalizar para a composição de uma nova empresa que irá admnistrar o estádio. Explica-se:
Dentro das exigências, os clubes interessados devem compôr a empresa, com um capital social no total de 5% do valor total do contrato. Se matido o valor original, os 5% representariam R$ 100 milhões. Com a redução, ficará próximo dos R$ 5 milhões, valores mínimos para garantir que a empresa criada tenha capacidade financeira de gerir o complexo. Ou seja, uma redução drástica na injeção de investimentos.
Além desses valores, existe mais um percentual de receitas adicionais, com o total chegando na casa dos R$ 115 milhões, o que totalizaria o investimento total em cerca de R$ 6 milhões para a composição da empresa.

Outro ponto importante, são as exigências de manutenção, melhorias e reformas. Caberá aos clubes vencedores da licitação realizar obras listadas no edital de licitação. Dentre elas, as mais importantes: reparos à lona da cobertura; a renovação da parte eletrônica; reforma da cúpula do Maracanãzinho; construção do museu do futebol; e outras de manutenção constante. No entanto, ainda não se estima quanto que tais obras significariam para a empresa criada – e indiretamente para cada clube.
Outro ponto importante, que é a quantidade de número de jogos no estádio, seguiu sem alterações. Juntos, os clubes tem que realizar mais de 70 jogos no Maracanã, sendo 54 deles das seguintes competições: Brasileirão séries A e B, Copa do Brasil; Libertadores; Sul-Americana; Eliminatórias Conmebol-Copa do Mundo; Copa América. Desta forma, fica impossível apenas um clube conseguir a administração sozinho.
